FAQ's
How can an additional layer of government not
create a tax increase?
Once the Village is formed, all local taxes
for services that will be taken over by the Village come to the Village.
(Currently these taxes are going to Brookhaven Town.) That's why it's also wrong to say, "A Village is just another
layer of government." The planning and zoning board duties, the building department functions, code enforcement
and local court all move laterally over to the Village from the Town. The taxes collected to carry these duties out
also move over laterally. (continued on back)
In addition, other fees and taxes that the Town has been paid will now be paid directly to the Village, such as franchise fees from Cable, telephone and LIPA, mortgage taxes and a myriad of other revenues. Fines received for zoning, housing and code violations will also go directly to the Village, as opposed to the current system where those funds go directly to the State of New York for disbursement throughout the State.
Won't we lose Town-provided services like garbage
pickup and highway, which will cause taxes to increase?
NO! The Village can choose which services that it would like the Town to continue to provide. The Village of Mastic Beach will enter into an agreement with the Town of Brookhaven for services such as garbage pickup and highway. Those services and costs will remain the same.
How can you promise that the Village won't
increase our taxes ten years from now?
How can you be sure that you won't be spending more money yourself ten years from now? You can't! You will decide your personal budget for 2019 in 2019, not now in 2009. In ten years you might be making more money and will want to spend more. You will decide that, just as you will decide along with your neighbors what the Village will spend. You will decide at Village meetings, letting your neighbor the mayor and your other neighbors the trustees know what you want your tax dollars spent on. Can you do that now with the Town and County budgets? Even the school budget is out of your hands, considering all of the nonfunded mandates from the stat and federal governments. But, you will have your hands on your Village budget!
How can you promise me that taxes won't go up
when my property tax bill goes up every year?
We said that your Village tax bill won't go up. Look at your tax bill. The Town only gets 7% of your taxes. 93% is taken by the school district, county, and other special taxes like fire, ambulance and library. How much control do you have over those taxes? But you will have control of your Village taxes. The money that the Village will collect will be more than the cost of operating the Village - and that is with conservative revenue estimates.
